About the role
Key responsibilities & impact- Serve as the functional lead for subcontract management activities, providing strategic direction, mentorship, and guidance
- Establish operational objectives and work plans; delegate assignments and empower team members
- Oversee a team of experienced subcontracts professionals and specialists
- Develop and improve subcontract policies and procedures
- Provide strategic oversight and direct support for subcontract specifications, work statements, terms and conditions, bid packages, and source selections
- Lead or support proposal analysis, price and cost analysis, negotiations, and subcontractor selection
- Review and approve subcontract packages and execute complex or strategic subcontract awards within authority
- Provide lifecycle oversight for subcontract administration, including baseline management, execution, closeout, compliance, modifications, audits, and data requests
- Support proposals through teaming agreement review, workshare structuring, flow-down analysis, and price/cost input
- Develop negotiation positions, resolve disputes, and maintain supplier relationships
- Collaborate with Capture, Contracts, Program, Legal, Finance, Supply Chain, and external stakeholders
- Lead briefings and technical meetings and contribute to process improvements
Requirements
What you’ll need- Bachelor’s degree and fifteen (15) years or more of related experience; or Master’s degree and thirteen (13) years or more experience; or PhD/JD and ten (10) years or more experience
- Demonstrated experience developing, negotiating, and managing Cost-Plus, T&M, FFP, and IDIQ subcontracts for federal programs
- Proficiency in FAR/DFARS, prime contract flow-down requirements, and federal procurement processes
- Experience guiding and developing a team of subcontracts professionals
- Proven ability to lead teams, build stakeholder relationships, establish operational objectives, and drive results across complex, multi-program environments
- Strong written, oral, and interpersonal communication skills
- Experience leading briefings and technical meetings
- Ability to independently identify and resolve subcontract issues, establish operating policies, and make decisions with extended organizational impact
- US citizenship
- CPCM, CFCM, or CPSM certification preferred
- Experience with source selection, price/cost analysis, and supplier performance management strongly preferred
