About the role

Key responsibilities & impact
  • Respond to inquiries and provide information, guidance, and assistance regarding human resources programs, personnel rules, policies, procedures, and applicable labor agreements
  • Lead and enhance the ADP HRIS through daily input, configuration, and validation
  • Lead, perform, coach, and mentor staff on HR duties, functions, and roles
  • Contribute to Risk Management principles, including claim reviews, claim management, settlement authorizations, and reserves reports
  • Collaborate with departments on Human Resource Planning
  • Conduct recruitments, engage with applicants, coordinate background checks, and onboard employees
  • Coordinate administration of medical, dental, vision, life insurance, and other employee benefit programs
  • Plan and facilitate special events and coordinate with vendors and internal stakeholders
  • Coordinate federally and state-required training for agency employees
  • Foster a proactive, engaged, and Employer-of-Choice culture across the agency
  • Participate in the selection process, which may include application review, oral interview, written tests, and computer skills tests

Requirements

What you’ll need
  • Bachelor’s degree in Human Resources Management, Business Administration, Public Administration, Industrial Psychology, and/or other related field from an accredited college or university, OR two (2) years of progressively responsible experience in human resources, risk management and/or related areas
  • Experience developing, validating, and maintaining accurate HRIS data
  • Proficient in Excel, including advanced functions such as VLOOKUP/XLOOKUP, INDEX/MATCH, and pivot tables
  • Recruitment, Selection, and Training and Development experience
  • Benefits Administration experience
  • Understanding of HIPPA, ACA, ERISA, COBRA, FMLA, CFRA, PDL, ADA, and other applicable compliance requirements
  • Risk Management experience
  • Knowledge of Workers Compensation claims and general liability claims
  • Public Agency experience preferred
  • Bilingual in Spanish (speak, read, write) preferred
  • Passion for public service and community impact
  • Must provide proof of work eligibility and attest to being a citizen, permanent resident alien, or otherwise authorized to be employed
  • Successful completion of pre-employment physical and drug screening under Department of Transportation regulations
  • Successful completion of criminal background screening and employment verification
