About the role

Key responsibilities & impact
  • Serve as Lead Project Manager for implementation and enhancement of large, critical DDAP IT projects, including iSMART/TMS replacement and continued WITS support
  • Support the Enterprise ELS PM by managing DDAP work according to established timelines and schedules
  • Direct and manage high-priority Commonwealth technology projects, business process reengineering, and development efforts
  • Manage the complete project lifecycle, including planning, design, programming, testing, and implementation
  • Develop estimates for planning, analysis, design, construction, testing, and implementation; revise estimates with team leads and obtain DDAP approval
  • Develop, obtain approval for, and deliver against detailed Project Management Plans and Project Schedules
  • Define project needs, tasks, milestones, scope, resources, budget, and personnel requirements
  • Track schedules, milestones, budgets, project metrics, work items, and corrective actions
  • Plan and prioritize multiple work efforts across project teams
  • Coordinate status reviews, project management inspections, software quality assurance reviews, and peer reviews
  • Manage scope changes according to the Change Management Plan
  • Create and maintain Communication Plans and Deliverables Matrices
  • Prepare weekly and periodic status reports for project teams, leadership, sponsors, and stakeholders
  • Ensure compliance with HHS DC IT PMO standards, procedures, and Daptiv guidelines
  • Mentor less experienced project management staff
  • Coordinate with IT teams and vendors to define tasks and achieve program requirements
  • Facilitate stakeholder discussions and serve as the primary point of contact for project issues
  • Identify, track, and mitigate project risks and issues through closure using a RAID Log
  • Build relationships with stakeholders and customer representatives
  • Coordinate system testing, training, orientations, presentations, and proposals
  • Balance project workloads with team capacity
  • Conduct the final project management evaluation review with stakeholders

Requirements

What you’ll need
  • Candidates must reside in Pennsylvania upon submittal; no relocation
  • Must be able to work in the Harrisburg, Pennsylvania office one (1) day a month; additional on-site days may be required
  • Active PMI PMP certification for a minimum of 5 years
  • Must upload a copy of the active PMP certification with the resume
  • Public Health domain experience, with an emphasis on Drug and Alcohol Programs preferred
  • Experience implementing SaaS solutions
  • Familiarity with the five phases and associated inputs/outputs identified by the Project Management Institute (PMI)
  • Strong interpersonal skills for consulting with program areas and IT teams
  • Ability to manage projects through planning, design, programming, testing, and implementation
  • Ability to use HHS DC IT PMO methodology and Daptiv guidelines
  • Ability to coordinate with IT application, data warehouse, informatics, solution management, networking, security, and service management teams
  • Ability to identify and manage project risks and issues using a RAID Log
  • Ability to plan, coordinate, and conduct training and orientation sessions
