About the role
Key responsibilities & impact- Support the Southeast District’s environmental mission, goals, and values
- Conduct engineering compliance and technical assistance site visits at regulated facilities
- Coordinate compliance assistance efforts with industry and regulated facilities
- Build partnering relationships to increase or maintain compliance rates
- Provide education and guidance to residential, commercial, institutional, and public sectors
- Support and deliver compliance assistance workshops
- Help determine Department staff training needs
- Conduct peer reviews of work products when directed
- Provide internal technical assistance and staff training
- Evaluate and recommend training materials and methodologies
- Develop and refine SOPs, manuals, handbooks, and other training aids
- Lead and participate in training activities and safety events using classroom, virtual, coaching, job-shadowing, and team-building methods
- Conduct engineering inspections, site visits, sampling/testing, and other field work
- Review permitting files, reports, and inspection documents
- Perform calculations and technical evaluations to determine compliance
- Document inspections and enter compliance data and resolution actions into databases
- Provide compliance assistance before, during, and after inspections
- Recommend enforcement action and draft enforcement documents when necessary
- Coordinate and lead enforcement meetings
- Respond to, investigate, and resolve complaints
- Review and process moderately high-complexity permit applications and technical documents
- Review plans, specifications, and reports for compliance with Department rules and sound engineering practices
- Update permitting records and recommend permit issuance or denial
- Meet statutory deadlines and district metrics
- Communicate permit decisions with facility/site owners
- Coordinate with Compliance staff and support inspections
- Write Requests for Additional Information and other correspondence
- Provide technical assistance to applicants, utilities, and engineers
- Conduct meetings, manage data and records, and streamline office procedures and document production
Requirements
What you’ll need- Valid Driver License
- At least 4 years of verifiable related experience in regulatory inspection/compliance/permitting or other related experience
- Post-secondary degrees may be used as an alternative for the required 4 years of experience on a year-for-year basis
- Ability to travel, overnight if required
- Knowledge of terminology, principles, and analytical techniques of physical or natural sciences
- Ability to determine work priorities and complete assignments
- Ability to understand and apply environmental regulations, policies, and procedures
- Effective verbal and written communication skills
- Ability to evaluate, analyze, and interpret scientific and technical data
- Ability to work independently and work well with people
- Ability to physically conduct field inspections/investigations
- Knowledge of compliance, enforcement, and permitting rules, policies, and procedures
- Computer operations and program proficiency
- Knowledge of reading, entering, and editing data
- Ability to organize and process documents
- Certification upon appointment or within 9 months as a Certified Wetland Evaluator (CWE), as applicable
- Ability to use safety equipment and complete a 24-hour HAZWOPER course, as applicable
- Prior approval and fulfillment of snorkeling/skin-diving validation requirements in the DEP Underwater Operations Manual, as applicable
- Successful completion of background screening
- Foreign degrees require a credential evaluation report from an approved agency
