Key responsibilities & impact
  • Coordinate, submit, and track contracts, rate certifications, and rate certification questions to and from federal CMS
  • Research, develop, implement, and maintain interagency agreements for the Florida Medicaid Program
  • Maintain current knowledge of Florida Medicaid, federal regulations, state statutes, administrative rules, and the Florida Medicaid State Plan
  • Research health care and industry trends affecting Florida Medicaid and policy development
  • Monitor Medicaid fiscal agent operations, claims processing, billing, reimbursement methodologies, encounter submissions, and provider enrollment
  • Research Medicare policies, Medicaid research and demonstration projects, medical assistance innovations, and alternative financing and service delivery models
  • Conduct research using peer-reviewed articles, laws, regulations, the Medicaid State Plan, Agency communications, State Medicaid Director Letters, and vendor contracts
  • Analyze health care and program information, including financing and reimbursement strategies, for effects on Florida Medicaid and legal compliance
  • Assist with programmatic and fiscal impact statements, legislative budget requests, program proposals, grant proposals, legislative reports, and program designs
  • Prepare reports synthesizing complex or large amounts of information
  • Develop and maintain Medicaid program policies and procedures
  • Develop policy language for interagency agreements
  • Track policy document routing and approvals
  • Assist with training and provide technical assistance
  • Serve as primary contact for Managed Care contract and rate submissions to federal CMS
  • Coordinate responses to rate certification questions between CMS and the Agency's actuarial unit
  • Develop and maintain tracking systems for submissions, questions, and responses
  • Identify submission exceptions and communicate them to leadership
  • Participate in meetings, conferences, workshops, and seminars related to Florida Medicaid
  • Prepare presentation materials
  • Perform contract management, including developing interagency agreements, reviewing deliverables and invoices, tracking provider expenditures, and maintaining contract files
  • Perform other duties and responsibilities as required

Requirements

What you’ll need
  • One year of experience developing health care-related policies
  • One year of technical writing experience
  • One year of experience managing complex assignments
  • A bachelor's degree from a college or university is preferred and can substitute for the required experience
  • Must successfully complete training in contract management and become a certified contract manager within six months of hire
  • Must successfully complete a State and National criminal history background check before beginning employment
  • May be subject to fingerprinting and local criminal history checks
  • Subject to reasonable suspicion drug testing
  • Ability to direct and coordinate planning and implementation of operational and program reviews and monitoring activities
  • Ability to use problem-solving techniques
  • Ability to understand and apply health services program rules, regulations, policies, and procedures
  • Ability to prioritize workload
  • Ability to develop reports
  • Ability to design, develop, and implement research models
  • Ability to manage a health services program
  • Ability to assess budgetary needs
