Contracts and Compliance Manager

About the role
Key responsibilities & impact- Stand up contracts and rights intake for site and rooftop leases, easements, ROW agreements, pole attachment agreements and true-ups, franchises, rights of entry, IRUs, and crossings
- Abstract every agreement into a working file
- Build and maintain obligation calendars for renewals, escalators, notice windows, and exits
- Track assumption and novation when deals change hands
- Establish lease, easement, ROW, and pole-attachment file discipline suitable for audits
- Support coverage and location reporting, including BDC and Form 477 reconciliation, availability modeling, served-location reporting, and challenge responses
- Partner with Network Operations to align operational plant, spectrum use, active sites, rights, and coverage files
- Monitor notice windows and escalators
- Use carrier, pole-owner, and other systems to manage leased space
- Build processes before adding headcount
- Hire and coach the early team as approved by the VP
- Maintain audit-ready files and calendars and document changes
- Travel to markets, landlord offices, and sites when rights, crossings, or filings require it
- Adapt processes as Stimulus Broadband grows and acquires markets
- Report to the VP of Broadband Services
Requirements
What you’ll need- Previous experience leading small and medium-sized teams
- Reliable work history in telecom or utility contracts, rights-of-way, regulatory compliance, or a closely related operations function
- Working familiarity with site and rooftop leases, easements, pole attachments, franchises, and IRUs
- Working knowledge of FCC and spectrum licensing touchpoints, BDC and Form 477, state operating authority (SPCOA/CPCN), PUC/PSC filings, USF, and E-Rate
- Plant and coverage literacy sufficient to reconcile filings against operational truth with Network Operations
- Ability to read counsel's work without practicing law
- Strong written communication and file discipline
- Proven ability to build processes and obligation tracking from scratch
- Meticulous organization
- Ability to travel among markets as required
- Ability to pass pre-employment and random background checks, drug, alcohol, and cannabis testing
- Valid driver's license and acceptable driving record
- Ability to sit, stand, work at a computer for extended periods, and walk active sites
- Ability to occasionally lift files or site materials up to 25 pounds
- Comfort working around active telecommunications sites and varying weather
- Preferred: ISP, WISP, or utility rights and regulatory experience
