About the role

Key responsibilities & impact
  • Develop and execute targeted outreach strategies aligned with program enrollment goals, eligibility requirements, approved messaging, and contractual performance targets
  • Identify priority populations, geographic areas, and recruitment channels throughout Michigan
  • Conduct regional outreach assessments and develop outreach action plans with measurable recruitment goals
  • Execute recruitment campaigns through community organizations, workforce agencies, educational institutions, employers, and referral partners
  • Conduct information sessions, community presentations, webinars, recruitment events, and direct outreach activities
  • Maintain a pipeline of prospective participants for training cohorts and enrollment targets
  • Provide accurate information about eligibility, training pathways, support services, enrollment procedures, and career opportunities
  • Coordinate participant handoffs for intake, eligibility screening, and enrollment
  • Monitor recruitment performance and adjust outreach based on referral, application, and enrollment data
  • Build and maintain partnerships with workforce agencies, educational institutions, community organizations, nonprofit organizations, employers, and industry partners
  • Conduct employer outreach to identify workforce needs, hiring opportunities, competencies, and program partnerships
  • Coordinate employer participation in recruitment, training, work-based learning, interviewing, and job-placement activities
  • Develop and review outreach materials, including flyers, digital announcements, email campaigns, and presentations
  • Represent The JPI Group at workforce development meetings, career fairs, employer convenings, and community events
  • Coordinate outreach activities with training providers and internal marketing resources
  • Maintain records of outreach activities, partner engagement, referrals, and recruitment outcomes
  • Track outreach performance indicators and recruitment pipeline trends
  • Prepare regular outreach updates and recruitment performance summaries for the Program Manager
  • Maintain documentation for contractual reporting, monitoring, and audit requirements
  • Protect confidential participant, employer, and partner information
  • Coordinate closely with the Program Manager, Program Coordinator, training providers, employer-engagement staff, and approved partners
  • Escalate participant, partner, employer, safety, data, compliance, and service-delivery concerns
  • Perform other related duties consistent with the position and program needs

Requirements

What you’ll need
  • Bachelor's degree in workforce development, business administration, communications, public administration, education, marketing, or a related field, or an equivalent combination of education, training, and relevant experience
  • A minimum of five years of experience in workforce development, community outreach, employer engagement, recruitment, partnership development, or a related field
  • Demonstrated experience developing and executing outreach strategies that achieve measurable recruitment or engagement outcomes
  • Experience building and maintaining relationships with workforce agencies, community organizations, educational institutions, employers, or industry partners
  • Strong understanding of workforce development systems, recruitment practices, and employment-related support services
  • Experience coordinating outreach campaigns, community events, information sessions, or employer-engagement activities
  • Ability to analyze outreach data, monitor recruitment pipelines, and identify opportunities for performance improvement
  • Excellent written and verbal communication, presentation, facilitation, and relationship-management skills
  • Strong organizational skills and ability to manage multiple outreach activities, deadlines, and competing priorities
  • Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, and Teams
  • Experience using customer relationship management platforms, outreach tracking systems, workforce databases, or comparable systems
  • Ability to work independently and collaborate effectively with internal teams and external stakeholders
  • Ability to maintain confidentiality and handle sensitive participant, employer, and partner information appropriately
  • Current residency in the State of Michigan and ability to travel throughout Michigan as required
  • Ability to perform the position’s essential functions with or without reasonable accommodation
  • Preferred: Experience supporting energy efficiency, clean energy, utility-sponsored, construction, or skilled trades workforce development programs
  • Preferred: Established professional relationships within Michigan’s workforce development ecosystem
  • Preferred: Familiarity with Michigan Works! Agencies, community colleges, adult education providers, community-based organizations, and regional employer networks
  • Preferred: Knowledge of energy efficiency occupations, including HVAC, heat pumps, weatherization, energy auditing, electrical trades, building science, and building performance
  • Preferred: Experience engaging employers in workforce training, apprenticeship, work-based learning, or job-placement initiatives
  • Preferred: Experience supporting recruitment for publicly funded or utility-sponsored workforce development programs
  • Preferred: Demonstrated success recruiting individuals from communities with limited access to employment resources or individuals facing barriers to employment
  • Preferred: Experience developing regional outreach strategies and community partnership networks
  • Preferred: Familiarity with Salesforce, Microsoft Dynamics, Power BI, SharePoint, Microsoft Planner, or comparable tracking and reporting platforms
  • Preferred: Experience coordinating digital outreach campaigns, webinars, community presentations, career fairs, and recruitment events
