About the role

Key responsibilities & impact
  • Oversee the day-to-day clinical policies, procedures, and practice of staff and affiliate counselors
  • Coordinate communication between staff and affiliate counselors and the Government
  • Serve as the qualified Clinical Supervisor to whom On-site Counselors are assigned
  • Provide clinical supervision and consultation as part of coverage available twenty-four (24) hours a day
  • Ensure applicable state laws are integrated into service delivery
  • Review and comment on the handling of each critical incident
  • Consult with the contractor's legal counsel when appropriate
  • Recommend corrective actions
  • Provide comments and suggested follow-up to the Contracting Officer's Representative within seventy-two (72) hours of an incident
  • Support an anticipated Employee Assistance Program for Department of Defense civilian employees worldwide
  • May travel as required
  • May work at Government alternate locations during emergencies and emergency exercises

Requirements

What you’ll need
  • Must meet or exceed all qualifications for an On-site Counselor (staff counselor)
  • Minimum five (5) years of clinical experience after receiving the qualifying graduate degree
  • Demonstrated capability to complete accurate bio-psycho-social assessments, including substance abuse assessments
  • Specialized experience and training in phone counseling for counselors performing phone counseling
  • At least two (2) years of direct clinical supervisory experience or at least three (3) years of supervised Employee Assistance Program experience
  • Experience working in a complex labor-management environment
  • Understanding of labor relations, union operations, and grievance procedures
  • Master's and/or doctoral degree from an accredited college or university, recognized by the corresponding professional association(s), in a clinical mental health field
  • Current state license or state certification to practice as a mental health practitioner in the state where practice takes place; where unavailable, certification from a recognized national certification organization or board
  • Ability to practice at the independent level without state-mandated clinical supervision
  • Must be 100% dedicated to this contract
  • Signed commitment letter required
  • Must have, or be covered by, professional liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate
  • Ability to obtain a Common Access Card, requiring an NCIC check, favorable NACI, and favorable FBI fingerprint check
  • Must sign a Non-Disclosure Agreement
  • Position is contingent upon contract award
