About the role

Key responsibilities & impact
  • Serve as the dedicated Program Manager supporting all aspects of an anticipated Employee Assistance Program for Department of Defense civilian employees worldwide
  • Work with the DoD/WHS Office of Civilian Human Resources on workforce demographics, employee schedules, geographic distribution, insurance coverage, job performance issues, disciplinary policies, and employee concerns
  • Develop and recommend guidelines and procedures for identifying and referring employees needing assistance with personal issues
  • Oversee contractor staff performance and deliverable quality
  • Support the Government with current and emergent program requirements
  • Review program functioning monthly and coordinate adjustments with the Contracting Officer's Representative (COR)
  • Review and validate monthly invoices before submission through Wide Area WorkFlow, identified by DoD Component, CLIN, and sub-CLIN
  • Manage continuous quality improvement and quarterly agency reports; maintain the Quality Control Plan
  • Oversee monthly status, quarterly, monthly and annual financial, monthly and annual utilization, and final reports
  • Notify the COR and DoD/WHS stakeholders of malpractice claims and National Practitioner Data Bank reports within specified timelines
  • Recommend counselor staffing levels and placement; track counselor capacity and utilization; conduct annual staff placement analysis
  • Attend the post-award conference and periodic progress meetings with the Contracting Officer and COR

Requirements

What you’ll need
  • Minimum five (5) years of experience in project management, including budget reconciliation, data management, billing, accounting, and customer service
  • Proficient in Microsoft Word, Excel, and web-based applications
  • Master's or equivalent graduate degree, or successful completion of two (2) full years of progressively higher graduate level education leading to a master's degree in business, health care administration, or a related field, or equivalent education
  • Key personnel position
  • Must be 100% dedicated to this contract, and a signed commitment letter is required
  • Must be able to obtain a Common Access Card, requiring a National Crime Information Center (NCIC) check, favorable National Agency Check with Inquiries (NACI), and favorable FBI fingerprint check
  • Must sign a Non-Disclosure Agreement
  • No facility clearance is required
  • Position is contingent upon contract award
