About the role

Key responsibilities & impact
  • Own and continuously improve the enterprise software development operating model, including lifecycle processes, engineering standards, repository practices, CI/CD expectations, security controls, release practices, and documentation requirements
  • Assess software development practices across TSC business units and develop improvement roadmaps
  • Define and promote standardized golden-path workflows, repository blueprints, branch-management practices, CI/CD frameworks, and reusable engineering patterns
  • Partner with business-unit engineering leaders to align implementation and support adoption across teams
  • Translate cybersecurity policies, software development standards, and contractual requirements into practical engineering requirements, workflows, acceptance criteria, and operating procedures
  • Coordinate secure development practices, including code review, SAST/DAST, dependency and vulnerability management, secrets handling, SBOMs, release assurance, and evidence retention
  • Establish and improve governance for open-source software and third-party dependencies
  • Lead the strategy for integrating generative AI assistants and agentic capabilities into the software development lifecycle
  • Define AI usage guardrails with Cybersecurity, Legal, and Engineering
  • Define requirements for and coordinate self-service infrastructure and automation for compliant repositories, pipelines, and development environments
  • Coordinate evaluations and implementation of developer-experience, CI/CD, artifact-management, scanning, SBOM, AI Gateway, and related enterprise tooling
  • Maintain roadmaps, milestones, dependencies, risks, decisions, status reporting, requirements, and investment proposals
  • Facilitate cross-functional working groups and decision forums
  • Establish metrics for adoption, developer experience, delivery performance, and software development maturity
  • Provide technical leadership, mentoring, communications, training, and enablement to engineering teams

Requirements

What you’ll need
  • Eight or more years of experience in software engineering, DevSecOps, platform engineering, technical program management, developer productivity, software governance, or a related discipline
  • At least three years leading enterprise process improvement or enablement initiatives
  • Experience coordinating complex, cross-functional technical initiatives across multiple teams, business units, or organizational boundaries
  • Practical understanding of software architecture, source-code repositories, code review, build systems, CI/CD, testing, release management, and developer workflows
  • Experience defining or implementing secure software development practices, including vulnerability management, dependency governance, secrets handling, SBOMs, security scanning, and evidence retention
  • Experience translating policies, standards, and risk requirements into practical processes, controls, workflows, implementation plans, and acceptance criteria
  • Familiarity with GitHub or GitLab, Jira, Jenkins or similar CI/CD platforms, artifact repositories, scanning tools, and infrastructure automation
  • Strong technical leadership, facilitation, organizational, written, verbal, and executive communication skills
  • Experience delivering software products or technical capabilities in U.S. Government contracting environments
  • U.S. citizenship
  • Ability to obtain and maintain a SECRET DoD clearance
  • Employment contingent upon successful completion of a comprehensive background check, security investigation, and drug screening
