About the role
Key responsibilities & impact- Lead strategy, delivery, and operational excellence of enterprise application development across multiple business domains
- Own identity provider, associate authentication, authorization, member identity, privileged access, and related lifecycle capabilities
- Support critical digital and enterprise experiences across mobile, web, contact center, and emerging channels
- Establish identity as a strategic platform across digital channels, applications, APIs, and partners
- Provide leadership to multiple application development teams
- Drive innovation, scalability, reliability, and continuous improvement
- Translate strategic and operational priorities into technology solutions
- Establish and advance engineering best practices, technology standards, governance, and development methodologies
- Ensure adherence to ITGCs, regulatory requirements, security standards, and enterprise policies
- Foster high-performing teams and influence enterprise-wide technology direction
- Manage workload prioritization and operational support for the assigned functional area
- Develop functional policies, procedures, and guidelines
- Identify and facilitate major process and system improvements
- Ensure application processes and tools support company business objectives
- Oversee application portfolio fitness, costs, and risks
- Partner with CTO, Infrastructure, and IT Security to secure applications and mitigate risks
- Establish oversight routines for software development and maintenance
- Serve as financial steward and manage major vendor and service-provider relationships
- Evaluate third-party vendors and facilitate contracting through TPRM
- Manage contract company/service performance
- Collaborate with the CTO to ensure solutions align with technology standards
- Reduce technical debt across IT and business partners
- Develop application development strategy aligned with business strategy and budget constraints
- Ensure team adherence to SDLC and applicable controls
- Maintain appropriate development plans
- Mentor across the technical community
- Oversee business DPO engagement and Agile deliverables
- Ensure business risks are identified, measured, monitored, and controlled
Requirements
What you’ll need- Bachelor's Degree in Computer Science, Information Systems, or related field; OR 4 years of relevant education and/or experience
- 10 years of experience of general IT management competencies
- 4 years of people leadership experience in building, managing and/or developing high-performing teams
- Strong technical background in web-based application architecture, system and database architecture, security application integration and object-oriented languages in a large enterprise environment
- Extensive experience in all stages of the software development life cycle: requirements gathering, design, development, testing, and implementation
- Ability to communicate technical information to a non-technical audience
- Experience collaborating with key resources and stakeholders, influencing decisions and managing work to achieve strategic goals
- Experience in vendor contract management and management of distributed development teams and resources
- Financial acumen involving budgets, forecasting, and executing on technology support function budgets
- Understanding of relevant industry frameworks, including COBIT, ITIL, and SAFe
- Understanding of legislative and regulatory compliance requirements
- Experience overseeing the technology life cycle from requirements analysis through support
- Technical knowledge of domains within Infrastructure Services, Security, Data, or Application Development
- Experience conducting cost-benefit analyses and leveraging results to drive technology support solutions
- Thought leadership in presenting complex technical details concisely
- Ability to drive a culture of quality and personal accountability through technology support teams
- 10+ years of experience in identity provider technology, authentication and authorization
- Leadership experience running large development organizations
- US military experience through military service or a military spouse/domestic partner
- Must not require immigration support now or in the future; USAA does not provide visa sponsorship
