About the role

Key responsibilities & impact
  • Lead the management and execution of high-visibility programs supporting the P&C President and Association priorities
  • Develop program strategy, governance, execution plans, and delivery for cross-functional initiatives
  • Lead strategic tasks aligned with organizational business strategy and goals
  • Develop multi-year business plans and execution approaches to deliver business capabilities, reduce risk, and deliver early value
  • Evaluate, plan, and develop program scope, milestone roadmaps, resources, work plans, budgets, dependencies, and timing
  • Prepare stakeholder and management status reports identifying risks and issues
  • Coordinate team efforts and interdependencies to complete program goals
  • Develop performance metrics, dashboards, and management tools
  • Direct analyses, root-cause identification, and recommendations for key work products
  • Identify new program opportunities and define strategies based on business demand and ROI expectations
  • Negotiate agreements and program tradeoffs with IT and business stakeholders; settle disputes and diffuse high-tension situations
  • Mentor Program Managers across departmental and USAA programs
  • Follow EPMO processes, governance, controls, standards, tools, and templates
  • Drive adoption and sustainment of organizational changes under USAA’s Change Management methodology
  • Identify, measure, monitor, and control risks in accordance with risk and compliance policies

Requirements

What you’ll need
  • Bachelor’s degree OR 4 years of related experience may be substituted in lieu of degree
  • 8 years of project and/or program management experience, including defining a new program and/or managing large-scale projects
  • Demonstrated experience using Waterfall or Agile methodologies
  • Advanced understanding and demonstrated application of risk management policies and procedures
  • Comprehensive knowledge of program management methodology and techniques
  • Knowledge of program performance evaluation and change management principles/methodologies
  • Proficient experience in USAA’s change management methodology or similar industry methodology
  • Extensive experience developing, maintaining, and reporting on large cost work effort(s)/program budgets
  • Stakeholder management and influencing skills
  • Expert level of experience in Principles of Project, Program or Portfolio Management
  • Demonstrated expert experience assessing program risks and rewards across multiple technologies and business goals
  • Prior experience with large-scale programs, preferably in Property & Casualty insurance or financial services
  • Excellent communication, presentation, and stakeholder management skills
  • Proven critical thinking, thought leadership, and problem-solving experience within a complex program
  • Experience enhancing program processes, developing best practices, implementing procedures, and crafting comprehensive documentation
  • Experience with project management and test management tools such as Jira, Jira Work Management (JWM), and Confluence
  • Understanding of key software development lifecycle (SDLC) concepts
  • Must not require immigration support now or in the future; USAA does not provide visa sponsorship
