About the role

Key responsibilities & impact
  • Develop and execute a multi-year contingent workforce strategy and roadmap
  • Lead program governance, executive steering committee participation, policy development, stakeholder communications, and change management
  • Own the contingent labor lifecycle from demand planning and requisition intake through onboarding, engagement management, extensions, tenure monitoring, and offboarding
  • Establish global or regional operating standards accounting for jurisdictional requirements and business needs
  • Oversee contingent labor spend, budgeting, forecasting, rate-card governance, and supplier optimization
  • Identify and deliver cost savings and cost-avoidance opportunities
  • Lead the MSP, staffing supplier, independent contractor, and statement-of-work supplier ecosystem
  • Conduct supplier selection, rationalization, contract negotiations, quarterly business reviews, and corrective-action planning
  • Establish and manage supplier performance standards, service-level agreements, and performance scorecards
  • Ensure compliance with labor laws, worker-classification requirements, co-employment standards, tax obligations, tenure limits, data privacy requirements, and internal policies
  • Oversee independent contractor governance, audit readiness, worker classification processes, and risk escalation protocols
  • Partner with Legal, Risk, HR, and Compliance teams to assess and mitigate workforce risks
  • Drive adoption of approved sourcing channels and reduce rogue spend or non-compliant engagements
  • Lead the strategy, optimization, and adoption of the vendor management system and related workforce technology
  • Improve system integrations, reporting, workflow automation, and data quality with HRIS, Procurement, Finance, and IT teams
  • Evaluate emerging workforce technologies, including AI-enabled planning and analytics tools
  • Build executive dashboards and reporting covering spend, demand, supplier performance, compliance, quality, and program adoption
  • Lead, coach, and develop the contingent workforce team
  • Advise senior business leaders on contingent labor markets, workforce capacity, supplier strategy, and talent risks
  • Build relationships with hiring managers and functional leaders to deliver a responsive customer experience

Requirements

What you’ll need
  • Bachelor’s degree in Human Resources, Business, Supply Chain, Finance, or a related discipline
  • 12 or more years of progressive experience in workforce management, contingent workforce programs, procurement, managed service programs, talent acquisition, HR operations, or a related field
  • Seven or more years of experience leading contingent workforce programs at enterprise scale
  • Demonstrated experience managing MSP and VMS solutions
  • Proven expertise in contingent labor compliance, worker classification, co-employment risk, independent contractor governance, and statement-of-work engagement practices
  • Experience overseeing contingent labor spend, supplier contracts, rate cards, supplier performance, and strategic sourcing initiatives
  • Strong leadership, executive communication, analytical, financial-management, change-management, and stakeholder-influence skills
  • Ability to work effectively across Procurement, HR, Legal, Finance, IT, Risk, and senior business leadership
  • Preferred: Master’s degree, preferably an MBA or related advanced degree
  • Preferred: Certified Contingent Workforce Professional (CCWP) certification or comparable credential
  • Preferred: Experience supporting multinational programs across North America, EMEA, APAC, and Latin America
  • Preferred: Experience with SAP Fieldglass, Beeline, VNDLY, Flextrack, Workday, Coupa, or comparable workforce and procurement systems
  • Preferred: Experience designing total talent, external workforce, or workforce-transformation strategies
  • Position is open to candidates located anywhere in the United States
  • Candidates within 50 miles of a Wolters Kluwer office must work onsite at least eight days per month
