About the role

Key responsibilities & impact
  • Plan and implement the Area Program monitoring, evaluation, accountability and learning plan
  • Ensure monitoring and evaluation align with national, sectoral and organizational strategies, policies and standards
  • Provide technical support for Area Program, grant and PNS project design, including ITT, DIP, MTT and beneficiary tracking development
  • Facilitate stakeholder participation in project design and future monitoring, evaluation and learning
  • Develop monitoring and evaluation plans and budgets with Area Program teams and operating model partners
  • Integrate gender, inclusion, Christian-centered commitment and child protection into monitoring and evaluations
  • Advise on MEAL budgets and mobilization of community resources
  • Identify project opportunities and coordinate resource sharing with city and local governments
  • Design MEAL strategies for short-cycle projects
  • Build staff, partner and community capacity in monitoring, evaluation, accountability, learning, research and beneficiary tracking
  • Develop and test monitoring, evaluation, feedback, response and learning models
  • Document and disseminate lessons learned and strategies
  • Develop and maintain monitoring systems and tools
  • Provide technical advice on project planning, implementation, monitoring and reporting
  • Ensure LEAP, DME and ITT processes meet quality and accountability standards
  • Monitor and validate partner activity, output and outcome achievements
  • Ensure feedback is recorded, addressed on time and used for learning
  • Coordinate evaluations and baseline processes
  • Support project charter, Area Program and LEAP report preparation
  • Monitor target-area context and recommend program adjustments
  • Share findings from baselines, evaluations and quality reviews with communities and stakeholders
  • Maintain LEAP documentation and learning in Horizon/iMPAQ and Orange
  • Lead and coordinate research activities integrated into project interventions
  • Communicate World Vision Indonesia’s identity, mission, vision and values
  • Coordinate with PEARL, Area Program, MEL and national/zonal teams
  • Build internal and external monitoring, evaluation and learning networks and research partnerships
  • Develop and manage annual performance agreements and submit periodic/monthly accomplishment reports
  • Provide technical supervision to the Monitoring, Evaluation, and Learning Officer
  • Manage implementation and risks related to the PEARL Unit in accordance with organizational policies and safeguarding standards

Requirements

What you’ll need

  • Experience/knowledge in monitoring, evaluation, accountability and learning methodologies
  • Ability to develop and implement monitoring and evaluation plans, systems and tools
  • Knowledge of program evaluation, baseline studies, research, learning documentation and dissemination
  • Ability to conduct gender and inclusive analysis, child protection integration, and community feedback and response mechanisms
  • Ability to use beneficiary tracking systems, including LMMS
  • Ability to work with LEAP standards, DMEAL processes, ITT, DIP, MTT and Horizon/iMPAQ systems
  • Ability to coordinate with government, community, operating model and development partners
  • Ability to prepare budgets, reports, project charters and performance agreements
  • Ability to provide technical advice, training, supervision and capacity building
  • Ability to manage implementation risks, including fraud and safeguarding risks
