About the role

Key responsibilities & impact
  • Lead the University’s Property Management unit and related institutional systems
  • Coordinate, develop, and apply systems, policies, and procedures for compliance with federal, state, sponsor, and University regulations
  • Prepare in-depth analyses, trend analyses, and recommendations for policies, practices, and procedures
  • Design and code programs to extract data from Accounts Payable, Grants, Fixed Asset, and General Ledger modules
  • Identify transactions requiring research and ensure reconciliation with federal, state, and external agency records
  • Ensure asset transactions are properly posted in accordance with WVU, divisional, state, and GAAP requirements
  • Develop and maintain functional and systems knowledge of financial and human resources modules and their integration
  • Lead design and implementation of the core Fixed Asset accounting module, including setup tables, lookup values, and auto-accounting rules
  • Lead testing and implementation of new functionality and modifications in the Fixed Asset Module
  • Lead testing requirements for financial system upgrades involving Fixed Asset Module tables and functionality
  • Troubleshoot and resolve module issues with the Financial Systems functional analyst team
  • Conduct the annual assessment of Property Management policies, procedures, and systems for federal compliance
  • Analyze federal property reporting deficiencies and develop corrective recommendations
  • Manage and reconcile the University’s Fixed Asset System
  • Examine transactions and research discrepancies between General Ledger asset accounting and the Fixed Asset Module
  • Prepare, analyze, and record year-end Property Management entries
  • Analyze and report Property Management activity to sponsored award agencies, including the Office of Naval Research
  • Develop methodologies for internal and external property-management calculations and research discrepancies
  • Serve as liaison with external agencies, auditors, and consultants on property accounting and management issues
  • Gather information, explain and defend institutional practices and policies, and respond to audit findings
  • Coordinate and manage campus-wide self-reported physical inventories with University Business Offices
  • Develop and implement methodologies for property accounting reports and special projects
  • Train University personnel and faculty on property management regulations, policies, procedures, and award terms
  • Report and advise senior management on Property Management concerns and discrepancies
  • Carry out special projects supporting institutional missions and unit objectives
  • Participate in continuing education seminars and workshops, including computing, fund accounting, NASA property reporting, property management, and federal regulations
  • Travel in-state and out-of-state for training and professional development
  • Act as backup to other positions within the unit and occasionally perform their duties
  • Work limited evening and weekend hours as required by institutional processes

Requirements

What you’ll need
  • Bachelor’s degree in Accounting, Business Administration, Finance, or related field
  • Minimum of five (5) years of progressively responsible experience in the financial operations of a complex organization
  • Any equivalent combination of related education and/or experience will be considered
  • High-level analytical and critical thinking abilities
  • Organizational, time management, and problem-solving skills
  • Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP)
  • Comprehensive knowledge of accounting guidelines established by FASB and GASB
  • Comprehensive knowledge of fund accounting procedures and regulations
  • Understanding of automated double-entry accounting systems
  • Ability to manipulate accounting systems to provide standard and analytical information
  • Ability to perform complex financial calculations, including financial ratios, statistical analyses, and trend analyses
  • Oral and written communication skills for explaining complex guidelines, justifying recommendations, and interacting with regulatory agencies and auditors
  • Ability to organize information, perform financial calculations, draw logical conclusions, and prepare financial reports, analyses, and summaries for upper-level administration
  • Ability to interpret, apply, and implement federal, state, university, and professional guidelines
  • Proficiency operating a personal computer and word processing, spreadsheet, and database applications
  • Ability to create sophisticated applications using word processing, spreadsheet, and database software
  • Ability to use a high-level computer language and write reports/queries to extract data from the accounting system
  • Ability to maintain institutional attendance and punctuality standards
  • Ability to foster cooperation and harmony among groups and exercise professional judgment in new or unusual situations
  • All qualifications must be met by the time of employment
  • Preferred: Master’s degree
  • Preferred: Prior experience with advanced financial systems software
  • Preferred: Advanced graduate degree in Accounting and/or Finance and/or CPA designation
  • CPA or Certified Research Administrator will be given preference
