Key responsibilities & impact

Structure and manage IT programs, ensuring that project mandate objectives are achieved
Ensure high-quality project management and oversee operational and financial monitoring
Monitor costs, timelines, and quality; prepare reports and implement corrective measures
Manage programs and projects in accordance with the HERMES methodology promoted by the PMO
Establish and oversee risk management relating to internal controls, information security, and internal audit
Implement the project quality assurance plan
Obtain approval for decisions from stakeholders, steering committees, and governance committees
Organize successive approvals for each project phase
Ensure that customer needs are taken into account
Define the human resources required and support the development of project team members

Requirements

What you’ll need

University master’s degree in computer science or an EPF engineering degree
At least 7 years of proven experience in program management
At least 10 years of proven experience in IT project management
Experience as a program manager for business-solution initiatives and in leading organizational projects
Experience managing IT-related projects, including vendor solutions and internal and outsourced development
Comprehensive command of project management disciplines across all project phases
Familiarity with a recognized methodology framework: HERMES, PMI, IPMA, or Agile
Strong skills in human resources management and communication, including in a remote-working organization
Ability to manage multidisciplinary resources, delegate responsibilities, and set objectives
Strong ability to interact with expert engineers, stakeholders, and senior management
Good understanding of the role and challenges of a public-sector organization
Excellent written and verbal communication skills
Ability to manage multidisciplinary teams of networked experts, particularly in a remote-working environment
Excellent listening skills and understanding of the political considerations surrounding programs
Experience delivering oral presentations in a high-level institutional setting is an advantage
Ability to support management during presentations
Experience in an institutional or regulated environment
Experience within a cantonal public-sector organization
Fluent French
German is an advantage; English accepted as an alternative
