About the role
Key responsibilities & impact- Lead the municipality’s strategic and cross-functional projects under the direct authority of the Director General of Services
- Ensure project consistency, risk mitigation, cross-departmental coordination, and delivery within deadlines
- Conduct diagnostics, opportunity studies, and decision-making scenarios; provide recommendations to the Director General of Services
- Define the objectives, deliverables, timelines, resources, and performance indicators for each project
- Provide regular reporting to the Director General of Services and prepare the necessary decision-making materials
- Mobilize and coordinate departments, institutional partners, public operators, and service providers; facilitate steering committees
- Identify legal, financial, organizational, technical, and human-resource risks; propose corrective measures
- Lead projects relating to public facilities, mobility, urban development, digital modernization, artificial intelligence, security, local services, healthcare, education and youth services, social support, ecological transition, economic development, and civic participation
Requirements
What you’ll need- Proven expertise in managing complex, cross-functional projects involving multiple stakeholders
- In-depth knowledge of the local government environment, public decision-making processes, and legal and financial issues
- Ability to prepare diagnostics, scenarios, decision briefs, dashboards, and outcome indicators
- Ability to build consensus without direct line-management authority and lead change
- Strategic mindset, strong analytical and synthesis skills, rigor, responsiveness, autonomy, and a proactive approach
- Excellent written and interpersonal communication skills; ability to communicate effectively with senior management, elected officials, and partners
- Professional discretion, loyalty, commitment to public service, and strict respect for confidentiality
